MWA VP TECHNICAL MESSAGE…
It's been a pretty busy year for the MWA. We have a new executive, new clubs and members, and we are hosting the 2005 Western Canadian Weightlifting Championships on March 26th. As a first-time member of the Executive (any executive for that matter) it's been very interesting learning about the administrative side of sport as opposed to the athlete/coach side.

The MWA has welcomed a lot of new members this year. The Dakota Club (under Terry Hadlow) has seen its ranks grow significantly. Morden, our biggest rural club, has grown greatly in numbers and looks poised to swell some more in the coming year or two. This is all thanks to the tireless efforts of Al Wirth. We also saw the formation of two new clubs. Marc Morin formed a club in St. Jean Baptiste for High School students. This club is doing quite well and has already hosted a competition. I started a club at the school I work for, H.C. Avery Middle School. We have an active membership of 8 athletes and we are getting ready to compete in April at the Hercules Challenge. All of this new club activity has meant that our equipment inventory has been dwindling but I guess this should be seen as a positive not negative.

We are also hosting the Western Canadian Weightlifting Championships this year (Canad-Inns Polo Park). Preparations for this major event are well under way and are on schedule. However, an event like this depends heavily on volunteers. I hope to see lots of members working the venues at Westerns.

We are in the process of implementing some smaller, but still important, tasks. With the help of Mirek Korkowski and others, we will be updating our Policy Manual. MWA volunteers will be repairing the lifting platforms at the U of M and we will be doing a complete inventory of all the equipment we have in storage.

INTERNATIONAL NEWS

Scientific articles on weightlifting: papers written by the Members of the IWF Scientific and Research Committee are now published on the IWF website. To access the articles click on http://www.lsus.edu/weightlifting/papers.htm


Statement about the failure in the IWF Internet system (IWF Secretariat, 14.01.2005) Visitors of our website must have noticed an approximately weeklong interruption in the operation of www.iwf.net around the turn of 2004 and 2005. We feel we owe you an explanation for this failure, which obviously caused some annoyment for those interested in weightlifting and in the IWF and wishing to visit our homepage.
Our traditional "Lifter of the Year 2004" voting - published also on the IWF website - seems to have induced Iranian fans of Hossein Reza Zadeh to submit their votes by the hundred, or even by the thousand. At the beginning, it was pleasing news. We were happy to note such a great interest in our Vote.
However, ballots - 99 per cent of which turned out to be invalid - started to invade the IWF by fax and e-mail sent at the given mailbox address. To make things worse, unfortunately some hackers or crackers, ill-willing individuals, joined this "game", virtually blocked the website, and kept sending robot-generated, false voting e-mails by the tens of thousands daily (!), including a number of viruses as well.
Attacked in such a cruel and nasty manner, the IWF website had to be closed down temporarily. Additionally, the IWF Secretariat's server and mailbox system had to be totally cleaned and reconstructed. This cost us lots of money and effort - and naturally some time, as well.
As you can see: the website is again in full operation. We wish to apologize for any inconvenience caused to our visitors - this was truly against our wish and beyond our control.


CANADIAN NEWS

To Members of the MWA/CWFHC Weightlifting Community (Submitted by Joe Landreville)

It is my pleasure to distribute, on behalf of Dr. Roy Sinclair, Ph. D., the Sinclair Coefficients for the Olympiad 2005-2008 in Adobe PDF electronic format. These coefficients are in effect from January 1, 2005 to December 31, 2008. Printed copies of these documents were mailed to the IWF, care of Tamas Ajan, in the middle of July of this year.

At this time, Dr. Roy Sinclair has asked that these documents be electronically distributed. It is Dr. Roy Sinclair's hope that you will forward these documents onto the appropriate people within your federation/organization, post it on your website and forward it onto other federations/organizations.

Over the years, there has always been debate over whether a good performance by a smaller man is as good as a good performance from a bigger man. In an attempt to derive the best lifter, various formulas have evolved. The purpose of the Sinclair formula is to determine the best athlete regardless of bodyweight. Rewards of excellence for individual achievement can thus be based on exact bodyweight. The Sinclair coefficients are derived statistically and are based on the World Records Totals in the various bodyweight categories as of December 31 of the previous several years. The Sinclair coefficient for an athlete with a bodyweight of xkg. is the ratio of the World Record Total of the heaviest athlete, averaged over time, to the World Record Total of athletes with bodyweights of xkg. averaged over time. The statistical approach tends to average out the influence of exceptionally high, or low, results.

Dr. Roy Sinclair's formula has been in use in Canada for more than 24 years and is used to select best lifters at competitions and team composition both provincially and nationally.

Morden Weightlifting Club Competition, Morden, MB, January 9, 2005
Correspondence from Jon Astolfi: please be advised that yesterday's Morden Weightlifting Competition was well received by 9 eager athletes (8 males, 1 female), the coach (Al Wirth), and a curious community in attendance who didn't hesitate to ask questions about the sport before, after and even during the competition. The results have been tabulated, signed off, and will be submitted to the MWA in the near future. Please also note that this competition qualifies as a provincially sanctioned meet. Attached is an image of the club members involved with yesterday's competition.

3rd Manitoba Masters Reunion, Winnipeg, MB, March 5, 2005
Correspondence from Jon Astolfi: this past weekend saw the 3rd Manitoba Masters Reunion take place at the Frank Kennedy Centre. In the past, this competition has always been memorable to its' participants and observers, and this year proved no different.

Seven athletes and three coaches representing three clubs within the MWA, as well as five officials, braved the challenge to partake in the event that continues to embrace camaraderie. As the competition commenced, the initial audience of a couple University of Manitoba-Bison athletes grew with a healthy representation from the Dakota community, which then climaxed when a Gumby Club alumni member and his family showed up unexpectedly.

Challenges were also met and conquered as three individuals braved first-time responsibilities on the officials front; Jake and Enrique Wiebe officiated from the 'end posts', while Jon Astolfi was the competition announcer and score keeper. Other acting officials
included Quinn Nguyen as the center official and Joe Landreville acted as the technical controller. The loaders for the competition were Andrew Smith and Matthew Wiersema.

This event was also used to premiere a new Competition Management System (CMS); a project directed by Quinn Nguyen and Chris Driscoll. Developed for its purposes of expediency, the CMS was well received by both the officials and coaches. The goal is to have the system fully operational for the upcoming Western Canadian Weightlifting
Championships happening later this month.

At the conclusion of the competition, the meet director, Mirek Korkowski was happy to report that no injuries were incurred by these former immortal athletes, which is a condition that hopefully didn't fade with the aroma of Bengai that was prevalent in the room.

Preface
This portion of the newsletter is dedicated to the communication, education, and interpretation of the rules that govern Olympic Weightlifting. Technical rules are based on the current International Weightlifting Federation (IWF) 2001-2004 Handbook.

Official Tip #14
Any apparent effort of jerking, which is not completed, this includes lowering the body or bending the knees: an athlete only has one attempt to jerk the weight. Once the legs are bent for the drive, the jerk must be completed or it is a "no-lift". Referees must be careful to ensure that athlete does not quickly unlock and lock his knees (double jerk) prior to performing the jerk. The athlete is permitted to re-arrange the grip when she is standing up from the clean in preparation for the jerk.

Official Tip #15
Any deliberate oscillation of the barbell to gain advantage, the athlete and the barbell have to become motionless before starting the jerk: this can be a difficult call especially when there is a lot of weight on the bar. The referees must decide if the athlete has attempted to gain an advantage by oscillating the bar. For example, a motionless athlete suddenly shrugs their shoulders causing the bar to oscillate prior to the jerk constitutes a "no-lift".
